The E.P.A. has been around for years and doe’s countless things to protect not only the environment but also numerous species of animals
and even us humans.
And no they do not charge directly for their services but it is very expensive for businesses to comply with their regulations.

There are at least 3 answers to your question.
The official answer. According to the EPA web site: “The mission of the Environmental Protection Agency is to protect human health and the environment. Since 1970, EPA has been working for a cleaner, healthier environment for the American people.”
The politically-correct answer: The EPA promotes and implements policies that protect our environment. They have labs throughout the country that monitor environmental problems and try to develop solutions. For example, they measure emissions of harmful gases from cars, factories, etc. The EPA is funded by our tax dollars.
The somewhat-cynical answer: Despite what they say, the primary mission of the EPA — and that of every other government agency — is to self-perpetuate. So they don’t really try to solve every problem, otherwise they’d be out of business. But they do try to WORK ON as many problems as possible. Even if they are sincere about what they are doing, they face a lot of opposition from industry and politicians. The EPA has a noble mission, but a very large one, which ensures that it will never be accomplished.
